As part of its continued commitment to customer service and transformation, the Division of Land Resource Protection provides electronic services as an alternative to paper to allow property owners to apply online for certain land use determinations, authorizations and tidelands license renewals and ownership changes. Below you’ll find guidance documents and forms for all of the Land Resource Protections services.

If you have a Tidelands Application, License, Grant, Statement of No Interest, or Change of Ownership, you can find their guidance documents and forms on here.

General permits-by-certification are available only for certain regulated activities and include strict limitations that allow an applicant to file an application and receive an automatic approval. The applicant must certify that the activity meets the right conditions of the permit, so there is no need for a case-by-case application review. However, the online process provides the Department with a complete record of the proposed activity, including the location and extent of the regulated activity and the applicant’s contact information.

Please note that you must follow all instructions within the service and maintain a complete copy of the entire application, including all necessary notices to neighbors and municipalities.

Apply for Land Use Authorization or Permits

Thisservice may be used for applications for the following activities:

  • Coastal General Permits and CAFRA, Coastal Wetlands and Waterfront Development Individual Permits
  • Meadowlands District Water Quality Certificates
  • Flood Hazard General Permits, Individual Permits, and associated Flood Hazard Verifications (Note: Applications for verifications can only be submitted through this service if the verification is associated with an application for a general permit authorization, an individual permit, or a transition area waiver. Application for stand-alone verifications must be submitted by mail.)
  • Freshwater Wetlands General Permits, Individual Permits, and Transition Area Waivers

If multiple authorizations and/or permits are required for a project, this service will allow you to apply for all of those permits through a single online submission. (Note: A separate service is available for the submission of freshwater wetlands letters of interpretation (LOIs). LOI applications cannot be submitted in combination with other permits available in this service).

Submit Additional Information for Land Use Authorization or Permit

This service maybe used to submit any follow-up document/revisions required in response to a notice of administrative and or technical deficiency issued by the Department, as well as compliance documents for any approved permit and/or authorization. You will need to know your File Number and Activity Number to use this service.

Apply for or Revise Letter of Interpretation (LOI)

The Division of Land Resource Protection is opening our online portal which will allow for the electronic submission of an application for a Letter of Interpretation (LOI). The portal accepts these types of LOI applications:

  • Presence/Absence
  • Presence/Absence – Footprint of Disturbance
  • Delineation
  • Line Verification
  • Revision of an LOI, previously submitted through the portal

You can still apply for a LOI via paper through the existing process but applying for a LOI electronically via the portal has some distinct advantages for both agents filing applications and applicants for whom these applications are being filed. Some of the benefits are:

  • The initial pre-application review is done automatically.
  • Payment can be made by credit card.
  • The person submitting the application can save information for future applications.
  • A summary sheet and receipt of your submission information is available at the end of the process.
