official confirma tion is forthcoming it is widely believed here that foreign tour ists will be admitted again pro vided there is no change for the worse in the international situa tion After World War II Soviet policy concentrated on encourag ing visits by delegations of workers and "intellectuals" from other countries usually selected by pro Soviet groups in the West These delegations are not tourists in the real sense be cause they are invited guests usually of the Soviet Society for Cultural Relations With oreign Countries which pays all their expenses installs them in com fortable hotels and provides them with a free program of sightseeing and entertainment Hotel Shortage Acute If tourism is reintroduced in 1955 the Russians will face the problem of an acute shortage of hotel accommodation There are no private boarding houses in the Soviet Union and only 13 state run hotels in Moscow a city of 6000000 which daily at tracts thousands of visitors from other parts of the country Apart from shortage of hotel space a further hindrance to large scale tourism may be the rouble exchange rate The rouble is pegged at four roubles to the dollar Under this rate a jar of jam in a Soviet shop costs the equivalent of 5280 and a pack age of medium quality ciga rettes 5150 Already Intourist has intro duced a fixed rate coupon avail able in London New York and other cities which can be pre pared in foreign currency to cover charges in intourist hotels On Sale for 519 This coupon on sale in New York for 519 covers the cost of a hotel room for one night breakfast lunch tea and dinner and a sightseeing trip or theservices of an intourist inter preter A visitor may buy as many coupons as he requires Under the arrangement the basic east for a stay I would be about $133 exclusive of traveling expenses and the cost of entertainment If similar facilities were paid for in roubles the cost would be nearly double Resumption of tourism is un likely to mean that foreigners will be allowed to roam at will in the Soviet Union If they are allowed to come they will prob ably be shepherded by intourist guides and confined to a strictly defined itinerary '54 Income Ta orms Available Income tax forms for 1954 are now available at the Cleveland office of the Internal Revenue but most taxpayers need not ap ply Uncle Sam expects to distrib ute about 1500000 forms by mail Everyone who filed a 1953 re turn is on the list Williams said the office sup plies available for distribution were intended largely for tax ac countants and lawyers who make out Returns for clients popular front self styled ahti rally coalition" has appeared in the Greek political acene the result of the municipal elections held throughout the country In late November The antl rally coalition is sponsored by the remnants of two political parties the progres sive party known as Epek and the Socialist party led by Pro fessor Alexandres Svoloc now co leader of the Democratic party Its main aim is to chai lenge Prime Minister Alexander Greek rally party which has governed Greece since 1952 In the municipal elections the left wing Eda which is regarded as the legal cover for the banned Greek Communist party joined forces with the anti rally coalition to defeat both govern ment and liberal opposition candidates Win Urban Centers With no such coalition agreed upon between the conservative parties both the government Greek rally party and the lib eral opposition had announced that they were not giving the municipal elections any political significance their split vote had to compete against the single ticket of the coalition In the upshot the anti rally coalition won the municipal elec tions in the major urban cen ters including Athens Piraeus and Salonika and in many other smaller towns The opposition claims that two thirds of the municipalities and smaller communities now are In the hands of anti govern ment councils Objective observers here at tribute the success of the anti rally coalition rather to deep discontent with Prime Minister administration and Its aodal policy rather than to any Increase in left wing electoral strength Reaction In Middle Class The General Confederation of Labor states that the success of the anti rally coalition also Is due to reaction among the Greek middle classes who consider that so far Greece's economic recov ery has been achieved at the expense of low wages for the poorer classes and heavy taxa tion It is generally agreed here that the left wing Eda party supported the anti rally coalition because it was aware that it could not score any major suc cess its own Political circles in Athens now believe that the banned Communist party which is said to use Eda as its cover will not attempt to strengthen its co operation in the anti rally coalition and exploit the victory at the polls to its own ends CONTROLLERS CHOOSE Six Cleveland Officials Elected by National Group Election of six Cleveland ex ecutives to
